August 16, 2016

Call to Order:  Supervisor Walter Ruhl called the meeting to order and led the Pledge of Allegiance at 7:30 p.m. in the Whiteford Township Offices. Present were Donald Sahloff, Tim Hill, Bernice Heidelberg, Angela Christensen, Walter Ruhl, Alex Drescher, Township Attorney, and approximately 15 guests.

Approve Agenda: Motion to approve the agenda of August 16, 2016 made by Donald Sahloff, second by Tim Hill. Motion passed 5-0.

Approve Minutes: Motion to approve the minutes of July 19, 2016 made by Bernice Heidelberg, second by Angela Christensen.  Motion passed 5-0.  

Check Register: Motion to approve the August 16, 2016 General Fund check register with disbursements totaling $156,707.73 made by Donald Sahloff, second by Tim Hill.  Motion passed 5-0.  

Treasurer’s Financial Report: Motion to approve the August 16, 2016 treasurer’s financial report as presented made by Donald Sahloff, second by Bernice Heidelberg.  Motion passed 5-0.

Burnam & Flower Insurance: Jeff McCray of Burnham & Flower Insurance Group gave a presentation on Township renewal insurance coverage.  Motion to approve renewal of township insurance coverage in the amount of $42,338 for one year effective August 23, 2016, made by Tim Hill, second by Donald Sahloff. Roll call vote:  Donald Sahloff, yes, Tim Hill, yes, Bernice Heidelberg, yes, Angela Christensen, yes, Walter Ruhl, yes.  Motion passed 5-0.

2016 Tax Rate Request: Motion to approve the 2016 Tax Rate Request at Operating .9292 mills, Roads .9816 mills, and Fire .9816 mills made by Tim Hill, second by Donald Sahloff.  Roll call vote:  Donald Sahloff, yes, Tim Hill, yes, Bernice Heidelberg, Angela Christensen, yes, Walter Ruhl, yes.  Motion passed 5-0.

Agreement For The Discharge Of Sanitary Sewer From The Service Area Of Whiteford Township, Sewage Disposal System No. 1: Motion to approve the Agreement For the Discharge Of Sanitary Sewer From The Service Area Of Whiteford Township, Sewer Disposal System No. 1 as written made by Donald Sahloff, second by Tim Hill.  Roll call vote: Donald Sahloff, yes, Tim Hill, yes, Bernice Heidelberg, yes, Angela Christensen, yes, Walter Ruhl, yes. Motion passed 5-0.

Whiteford Community Days, Art & Wine Class:  Motion to approve allowing Bitzi Lievens to have an art and wine class at Whiteford Community Days made by Donald Sahloff, second by Angela Christensen.  Roll call vote: Donald Sahloff, yes, Tim Hill, yes, Bernice Heidelberg, yes, Angela Christensen, yes, Walter Ruhl, yes. Motion passed 5-0.

SAW Grant Invoices: Motion to approve payment of David Arthur Consultants, Inc.  Invoice #12153 in the amount of $5,337.24 and Invoice # 12264 in the amount of $1,463.50 with SAW Grant funds made by Bernice Heidelberg, second by Angela Christensen.  Motion approved 5-0.

Park Report: Walter Ruhl updated the board and residents on Whiteford Community Days to be held on September 10 and 11, 2016. He invited all to attend.  

Water Report: Walter Ruhl informed the board on status of Water I project.  Motion to approve Tim Hill and Walter Ruhl to attend classes to become qualified F4 Potable Water Operators and to cover all costs involved made by Donald Sahloff, second by Bernice Heidelberg.  Motion passed 5-0.

Road Report: Bob Schnipke reported Sterns Road would be closed between Whiteford and Adler for the rest of month for repair of culvert.

Fire Report: Walter Ruhl discussed the need for repairs to Ottawa Lake Fire Department.  Motion to repair Ottawa Lake Fire Department siren and repair window and header on west side of building at a cost not to exceed $4,300 made by Bernice Heidelberg, second by Angela Christensen. Motion passed 5-0.

Sheriff Report: Walter Ruhl reported the township has collected $77.55 in the last quarter of the year, and $61.05 since July 1, 2016 from traffic tickets given in Whiteford Township.

Additional Items To Come Before The Board: Walter Ruhl presented board members with the draft version of Ordinance No. 68 and asked them to review it before next month’s meeting.  Valerie Orr, Superintendent of Whiteford Agricultural Schools introduced herself and reported on improvements being made to the high school football field, middle school and elementary school through the sinking fund and technology millage.
